If it was empty, you need to bleed the system. Turn the wheel lock to lock a ton of times with the reservoir cap off.

It’s a sealed system, so if it’s low on fluid you have a leak. You have a hydraulic issue, either the master or slave cylinder. If it’s the slave cylinder the transmission has to be removed.
