IDK, but I do know that Russian car manufacturers like LADA are complaining that they can’t compete on either price or quality with cars coming from China.
Russian manufactured cars lack parts that are completely standard everywhere else, like air bags, power steering, ABS, media-center etc. Their engines are also generally weak, and the comfort and driving characteristics are terrible. This is despite in principle having learned how to make somewhat decent cars first by FIAT and later by Renault. But without parts an know how from the west their manufacturing capabilities are absolute shit.

So I bet there are shortages also in the production of military equipment, and the quality is probably awful on that too, where what they need before anything else is to fulfill government contracts.
