        I’d worry as a tourist. Can El Salvador get paid for detaining anyone themselves? Isn’t it an anti-American act to go visit El Salvador as a Canadian?

          I’m assuming America is only paying El Salvador for prisoners America sends to El Salvador. They don’t give a shit what El Salvador does to their own domestic prisoners, or America’s, quite frankly.

          I was just in El Salvador for a month, felt safer there than most central American countries.
