But if this goes on, it’s of course possible they will help with a sympathy strike. They also sign collective agreements and has an interest in that the system stays im place.
In this case, as it will be between a company and a government agency, the court would be Förvaltningsrätten (the administrative court). There are twelve of them, four administrative courts of appeals (Kammarrätten) and one supreme administrative court (Högsta förvaltningsdomstolen).
The plates are manufactured by the Swedish Transport Agency. They are obliged to deliver the plates through PostNord according to rules set by the government agency Kammarkollegiet (The Swedish Legal, Financial and Administrative Services Agency). As all agencies in Sweden, they work independently from the government. Therefore Tesla will have to take Kammarkollegiet to the Administrative Court, and if this happens, it will probably be appealed all the way up to the Supreme Administrative Court.
This would probably take a couple of years.

The companies who operate the docks aren’t refusing to provide services, so it would’ve make sense chosing them. The two unions organising people who work at the ports have chosen not to unload Tesla cars, as a sympathy strike. Which is their right according to Swedish law.
