    A requirement for all law enforcement and further for every single promotion is an essay type exam where they need to go into detail why each of the amendments in the bill of rights was put there. Or maybe the first five and then 5 other random amendments from the whole list. Maybe add in basic ones about why we have seperation of powers and such.
