Four years and one skipped election later, USA may get that categorization. It’s already listed as Flawed Democracy by this metric.

Yeah, but I’m not sure what metrics they’re using, but it’s pretty clear from the context. An analogy, if a student doesn’t turn in homework, actively tells a teacher to fuck off, causes disruptions that harm other students; technically they haven’t failed until grades are turned in.
