Given how even entry level cars like Civic and Corolla start at 25K and the Bolt can already be had for 25K… the only investment needed is in charging infrastructure.
Chevy is selling Bolts about as fast as they can (or can afford to) make them. To the tune of something like 70,000 cars a year in the US. Compared to 400k-500k Civics and Crayolas, plus all the other competing compact ICE and hybrid cars.
The number of budget EV choices needs to grow. A lot.

Lower end ICE vehicles tend to be the most efficient in terms of MPG, and though there are more lower end vehicles on the road, the cost-benefit to consumers of transitioning from their efficient ICE vehicle to an EV is significantly less whereas the higher end market of SUVs, trucks, and high-performance luxury vehicles are great candidates for the significantly cleaner EV.
I disagree on the price point The average price of a car is too high for the market.
Old used cars are cheap. There just aren’t many old used EVs yet. Just a few Leafs and Tesla S.
People just need to buy used cars. It takes time and the economy getting worse.
We need cheaper EVs, better range, and more chargers.
