Yes, with the lights on, start at the bulb contact, follow the wires back. If it was in a fender bender, the fault should be right around there.

I’m assuming you mean the yellow running light? In the front correct? It’s probably a fault in the wire. You can check it with the test light to find where the fault is at.

Is that a ground wire? If so, yes you can patch\replace it. Disconnected ground to battery before repair.
