The limitations for laptop CPUs will always be thermals, look at the size of the heatsink on a laptop compared to a desktop cooler. There is nothing they can do to the chip that will overcome that.

I’m using a Deepcool AK500 with my 13600K and it works great. Imo there’s no need for an AIO on an i5.

If you’re looking for a car without telematics consider a Honda, all of their models with the smaller infotainment screen have no cellular modem.
