Whatever you do: Do not create a department of the government/independent entity under the authority of government officials with the power to instantly give money to any guilds/companies/banks/colleges that are about to go bankrupt. If you still feel that you must do this then please at the bare minimum temporarily ban them from acquiring loans and created an artificial 1 year delay they have to wait before receiving this free money.

So many problems in the world would be fixed if governments did this. A lot of suffering could be prevented.
