Mongolia has a nominal navy, which is one of the world’s smallest and operates on Lake Khövsgöl, not the ocean. Established in the 1930s and later privatized in 1997, the force consists of about seven personnel and one or two vessels (the Sukhbaatar III), primarily serving tourism and local transportation needs rather than military purposes.

Actually, Czech Navy is pretty impressive, as for country without direct access to any sea/ocean and no lie, can do a thing or two. Unsure if Mongolian is same, but no reason to not believe it is.

Bolivia established a River and Lake Force (Fuerza Fluvial y Lacustre) in January 1963 under the Ministry of National Defense. It consisted of four boats supplied from the United States and 1,800 personnel recruited largely from the Bolivian Army.
