At the time of “Who Mourns For Morn”, Armin Shimerman (Quark actor, also a keen union activist) told Mark Allen Shepherd (Morn actor) he really should be getting more money than his background actor rates, since Morn had become genuinely prominent in the show. Shepherd refused because he was afraid the producers would just stop using Morn if he asked.

There has always been an unfortunate amount of that kind of pennypinching in Star Trek. For instance, Gene Roddenberry apparently wrote lyrics to the opening theme so that the person who wrote it would have to split royalties.

So Cliff was the C-3PO? Did they meet each other at Echo Base? Would it have caused a paradox if they did?
That, and it was nearly impossible to get him to shut the hell up.
I think it was more that once they gave him a single line, he’d turn it into a massive monologue.
