    The letter from the police chief is really thoughtful and I like his stance. From his mandate, the issue really is that use is outpacing regulation and they are getting hundreds of thousands of data requests a month mostly from places in south of the state hundreds of miles away. For context grass valley has a population of about 15k I think.
