When the metric becomes the target, systems fall apart. Frequent retractions are the natural consequence of this much pressure to publish. On the other hand, that the articles are being retracted at least shows the system is still working
I’d say maybe “starting to work”.
Give it time and they might secure every spot in the top 10.
Crazy enough I think number of retractions might just be a mark of quality these days…
