A family member is living through this hell right now. Finnish citizen with a Finnish passport, returned to Finland. Never had a Finnish bank account. Without bank codes, the only way to update DVV is by mail through a post office. Takes 4 weeks to process. Applied for a bank account 3 weeks ago, no communication received, no bank account opened, hence no bank codes. Without bank codes no cell phone contract, no home internet, no home insurance.
I myself am a foreigner who previously lived in Finland, but I still have ties to Finland (I own property there). Nordea decided to cancel my bank account, so I don’t have bank codes anymore either. It is getting increasingly complicated to manage my property in Finland without these blasted bank codes.
Whoever thought is was a good idea to let banks handle strong authentication made a big mistake. the banks have more requirements for issuing bank accounts than the government has for issuing identification. In a digital society, the government should be handling this. If they can issue a passport or a residence permit, that is all the info that should be needed for authentication.
