Two main reasons I can think of:
Most likely both.
Gotta milk this one for 10 years too so yeah can’t release it all at once that would be silly.
It’ll prolly be more like 25 years between 6 and 7. There is definitely some manner of exponential curve to GTA release dates.
And even milk the console manufacturers maybe?
Fine with me, as long as the PC version is stable patched on release.
