I think Euro is harder because there are more high-level teams that can challenge for the title. On average, the level of the teams that make it past the group stage is higher (in my opinion).

Historically Euro, but atm it is not that great difference. There are 2 topteams in Europe atm. France and Spain. Maybe England and Belgium can be added. Teams like the Netherlands and Germany are pretty washed atm.
