Not overfilled enough to be an issue. I’d assume it is spilled oil causing this, but I’d 100% be checking underneath the car to be sure the drain plug or filter are not leaking.
Read the oil level as the top solid line. The higher level you see is just a trail from a drop that got dragged inside the the dipstick tube when pulling out the dipstick to clean.
