As I recall it, the actual investigation done a few years later came to the conclusion that almost all teams were guilty, including Inter, but only two were actually severely punished. Perhaps aided by the fact that Telecom Italia was basically doing the investigation and they also happened to be sponsors of Inter and their CEO also sat in their board.
