Norway had several chances of qualifying for the Euros but they never lived up to their expectations. Haaland is the best striker in the world and Odegaard is a top midfielder and captain, for both the national team and one of the best teams in the Premier League. Norway is still managing to feed Haaland, with an insane 27 goals. What gives, terrible tactics or synergy issues?
Team sports has never generally been a norwegian thing anyways. Maybe with the exception of woman’s handball. Norwegians are individualist. You can put some ski on their feets a let them go 10, 20, 30 or 50km and “no one in the world” will beat tham". It’s some of it in football as well. Too many individualist not making a good collective/team. That was the difference in the 90s when they got to WCs and a Euro. Many of the players were not world class, but together they made a great collective/team.
