Start with some soap and steel wool. clean the surface as much as possible. this will let you know what the next stage should be. Rather it is a hard sand or just a re-chrome/Paint. It looks like there is a bit of pitting there so it is likely going to be a hard sand. after that I would have them re-chromed

Muriatic acid toilet bowl cleaner is an incredible metal stripper. It won’t hurt coatings bad or eat them up. Problem is it strips it so good you gotta primer it within a few hours or the moisture in the air will surface rust it quickly. If you don’t want to bother painting it, this method will strip it to metal and if you spray and rub in wd-40 or really any kind of oil it won’t rust at all.

OP…Hit that guy with some soapy water and a sponge. That is mostly brake dust and should come off with a little bit of scrubbing. Reevaluate after they are cleaned up to determine if they need to be blasted. My guess is they will look decent enough once the brake dust is gone

A lot of this could actually be brake dust. But if it is rust; is this all chrome? I’d remove the wheel from the vehicle and get some steel wool and start hand-polishing. You may be surprised how they come out. If there’s any painted surface, you’ll want to sand it and spray paint it.
