Additional details are: C: is a 240gb ssd with windows on it F: is another 240gb with games G: is a non-ssd 3tb hdd with games, movies etc I’m upgrading C: to a 2tb ssd, and have another 4tb ssd I would like to use instead of F: and G:. Can I save my games and movies and genera data? Or will I have to mostly redownload/install apps and games?

C drive should be straightforward to clone, then designate the new hard disk as your C and everything should work fine. Cloning F and G into one drive could be trickier because one drive designation will be changed, and your original pathing might not read correctly.
