Just re-add your gmail account. Settings > contacts > accounts > add account and sign into your Gmail > make sure contacts are toggled on and your contacts should come back.

If you still have your old iPhone, go into settings > click on your name at the top > iCloud > Photos and check if all of your photos are synced or if syncing is paused. If syncing is paused, your photos have not all synced to iCloud so you should just be able to click “resume syncing” and wait for the photos to finish syncing.
If you have AppleCare+/AppleCare it should be covered if there is no actual point of impact or cracks. If you don’t have any coverage and your warranty has expired, you’re looking at approximately $229 plus tax.
Were they backed up to iCloud or iTunes prior to you restoring the phone?
What’s your battery health?
How recently were they deleted?
