Not an expert in Toyota auto high beams, but my ford escape will only shut them off if there’s a car being affected by your high beams. Sometimes on wide enough highways I find the margin of error to be a little close but if they’re not in front of you they wouldn’t be blinded

If you want anything escalated by the people at that dealership you need to go in person. Their business plan is to make money by selling things (service, cars, warranties) and will always prioritize in person people buying things
