1·1 year agoNo. There is a star wheel adjuster at the bottom of the brake assembly. Put the rotor and wind the adjuster all the way out until the pads are tight against the wheel. This will center the pads. Then wind the adjuster back in until the drum drags LIGHTLY. That should solve the issue.
Sounds more like a dead battery.
