The 6950 XT is faster than the 3080 except (usually) with hardware RT enabled, not slower. The extra vram is also a significant advantage, though that will probably become more relevant over the next few years, and isn’t a significant advantage yet except in some fairly rare situations.
Are you sure that you wouldn’t rather just get a good air cooler?
Pumps eventually fail, and the 13700k doesn’t need an AIO. A good air cooler could potentially last many decades, though you would eventually need to replace the fans (and, thankfully that’s very easy to do). The trend in motherboard design is to make them compatible with previous generation coolers (AMD did this with their AM5 platform, and even a lot of AM3 coolers were easily convertable to be compatible with AM4 and AM5 systems).
I’ve been using the same air cooler (a Noctua NH-L12) for about 9 years, first on an AM3 system, and currently on an AM4 system. The fans still sound as quiet as when I first got it. The quality of this thing is amazing.
