When the rotor is thinner then the dust shield it’s been time to replace them for a long time.

Under customer complaints, steering issues is not listed. So either you didn’t tell them or they didn’t hear / check that.

Hit the lock button, disconnect the actuator. Hit the unlock button. Plug it back in. Is it now synchronized?

If your engine is running at proper temps as well as proper coolant level,and the blower fan works the first things that comes to mind would be a heater core blockage or stuck blend door actuator. You do not want to play parts roulette though and mess with things that ARE working. You could use a laser thermometer on the inlet and outlet of the heater core hoses and see what the temps are (with engine at operating temp). I would start there.
