- reinstall powertools
- reaply settings (at the bottom of powertools)
- hard reset os (hold power button until shutdown)
- turn on and charge

same problem, locked to 80 then change it to 90, but cant turn it off
so you have only windows ?
all those settings available only in Steam os
Just get several SDcards and swap them whenever you need
