I want to say Le Coq but that was only 2 years of dominance from him. The most reasonable choice would be Mikel Arteta. He gave us 5 solid years (when not injured) as a DM. Rice and Partey are class but they haven’t been here long enough to rank them yet. I even want to say Xhaka, but some of his worst games came from him being a stand alone DM.
