Would you be fine with the vice president of the USA buying a Premier League club, being part owner of the MLS, then indirectly paying the referees to officiate in the MLS?
Does consultants usually regulate/oversee/govern two organizations up against each other?

Referees are much closer to consultants in this scenario than to whatever absurd comparison you made to the vice president lolol. Referees are paid by the FA and organized as PGMOL. A referee, in their own time, taking a part time gig for another refereeing body is almost exactly what hourly consultants do.
City does not pay the referees salary in the PL, the fucking FA does. The referee being paid by the Saudi league or whatever league pays them is not City paying them. Go touch grass and stop being so conspiratorial.
