The responsibility is 100% on the Americans, also to prevent outside influence from Russia, which they have completely failed to do.
USA has tried to influence elections in Europe several times in latter years, and that is absolutely not welcome, and it is against international law.
North Korea is not a democracy, but yes it is, the difference however is that to change that in North Korea would require a bloody civil war, and they already had that that with South Korea in the 50’s.
So the 2 situations are not really comparable. But who else do you imagine is at fault?

By that logic, it is the North Korean’s fault that their gov is oppressive.
