    yeah my wife and I have seen this. its like ok just keep having your dogs in kennels or cats in the cat room rather than them having a home if that is what you want. used to be you met with them and talked and looked around and maybe after awhile found a good connection with an animal and you paid a fee roughly equivalent to spaying/neutering and basic vet checkup bill to make sure your serious. Usually they had a policy of always taking back any animal adopted from them not that we did that but in case the people could not handle it.
