Japanese navy is pretty strong, but PLAN already outnumber them heavily, those new destroyers won’t be build in near future, and their bases are in close range from China and therefore much more vulnerable for strike. Also, Japan is not even the issue, they won’t do anything without USA. Worst they can do is transfer the new techs to USA.
