That’s a good question with no answer for. All I can say is that the decline is irreversible. I think the last president that could have done something about it was Obama, but his head was too far up Reagan’s behind.
This decline has its roots in policies set by Reagan-Thatcher, who I believe were the same person. So had Gore won in 2000, he may have delayed it but not reversed it. Clinton’s third path meant that both US parties were Reaganite.
If one day you see a US/West politician denouncing Reagan-Thatcher then and only then, things might take another route. But at that point the world would have gone multipolar anyways even if the West recovers.
