Double check advice

My dad’s telling me in order to install a new O2 sensor we need to drain the old gas from the car. The car has an error code of P1148 P0031 and P0130. I’ve checked and these error codes say to not drive the car and repair immediately. What do you guys think? Bad advice or is it something we actually have to do. I’m worried about damaging the car more.
