Car experiencing hard starts after parked for an hour. cranks for 3-4 seconds before turning over. Changed fuel pump assembly module in fuel tank, HPFP, injectors. still experiencing same issue. mechanic checked the fuel rail and said everything is fine there, including the fuel pressure regulator and sensor. There’s no visible leaks or odors.

Yeah that sounds like the regulator 100% though. Take it off, clean it, and try to blow through it. If air flows through, it’s losing pressure once parked.
Where is it located? On the fuel rail or else where

Bro the one you sent is for is200, the old model most probably 2002. the 2017 model rail looks different
you have an image of the current rails to label? This is the old rail of lexus cars
Fuel rails are nearly the same. Look for the small device on the farthest endcof the rail from the fuel in from the tank. I can try to find one at lunch
