It can be fully replaced, But is cost prohibitive to do so. Get a dash cover. FWIW, Id expect around 12 hours in labor time and a few hundred dollars for the dash
Call a dealer for a new one. Or junk yard search at car-part.com
Mechanic; replacing the dash isn’t really worth it. At least 9 hours of labor if not more, several hundred for the dash itself, and the high probability of a dash rattle developing as a result of the replacement
9 hours for a Corolla? In my experience it’s usually 2 hours to take out and another 2 to put back in. Where did you get 9 hours from?

You could remove the damaged layer, and have the dash re-wrapped. It can be leather, vinyl, foam, thick clothes, alcantara, etc. What is your budget, OP?
