New filler neck, white clips?

I bought a new filler neck to replace one that I think is leaking on a 2015 Focus. It has a little white plastic piece that seems to be preventing the little door (that moves aside when the nozzle goes in) from opening. Can someone confirm that I should remove it?

If you can’t put gas in without removing the white piece, then that confirms you should remove it.
