Brake performance has decreased with replacement of winter tires. What would be the cause?

Winter tyres are softer and worse on dry weather in warm weather compared to summer tyres. When the temperatures drop then summer tyre performance becomes worse and with snow and ice undrivable. That’s why you use winter tyres.
