My parents have this device and I’ve used it a few times. It does require the FIXD mobile app with an account that tracks the car’s issues, but my parents don’t pay a subscription fee.
Its functions are limited if you don’t pay the fee. I can’t remember exactly but I think it will read error codes but not clear them and not much else without the subscription.

It will clear them. I have one and use it regularly, you don’t need to pay for anything unless you want mechanic advice.
Generally the subscription for these just gets you pointers and common fixes or other features.
