So I’ll keep this brief. 2006 v6 Toyota highlander won’t start. Battery is perfect. Relay isn’t the issue. Pulled starter and bench tested; seemed to work fine. When I turn the ignition, all I hear is a buzzing noise coming from (I think) the engine bay. Does anyone have any ideas? Thanks in advance!
Could it be that the starter works without load but doesn’t have enough juice to work under load/crank the engine?

Buzz sound maybe your fuel pump but Is there any clicking coming from the engine when you turn the ignition?
