Tbf the situation with Raul is different, because the dealings that he made were to enrich himself and not solely to improve the club.
If any investigaton actually comes, Arsenal can simply point to the fact that they likely lost money due to how Raul conducted Pepe transfer and Arsenal can also argue that they proactively took action by launching a internal investigaton which led to Raul leaving.
