The heat will just blow full force ! Is there a fuse i can pull or is this heat sign of damage ?

Blower switch probably broken, could also be a stuck relay so you could try to hit it with a screwdriver or something, the fuse is number 7. Check here https://fuse-box.info/dodge/dodge-dakota-1996-2000-fuses-and-relays
