Is there a reason why there might be diminishing returns with improved performance of old games, or is this just because these really old games were optimized for weird gaming systems that don’t transfer well?

Most AAA games from 7-10 years ago were still designed to run on the Xbox 360/PS3 generation consoles, which had like 512mb of RAM.
That console generation started 18 years ago.
