Both windshield wipers and windows became slow at the same time

Car is 2012 Chevy Avalanche, engine 5.3-liter Vortec 5300 V8. The wipers barely move and the windows move with effort while the car is running. Looking this up I see there are a number of reasons for the individual issues, but I was wondering if there can be one unifying problem that would cause the two to start failing at the same time.

Check your battery while running to verify that it’s charging (14+ volts).

Sounds like a low voltage issue.
