I want a 3 series, especially m340i, but all the ones in my area are rebranded titles or very high mileage or huge seller markups and im now leaning towards b48? Am I missing out a lot? Will I regret my decision? Is it worth the extra 10-15k$?

I would not say a let down but compared to a B58 definitely missing some experience. I drove a 2019 430i CPO for 4 years and was a super fun car to drive. I used to get 26mpg in the city with spirited driving in sports plus and on highway used to get ~36 mpg cruising at 70mph . I have pushed the car to 570miles on a full tank on long trips …
Recently got a 2021 540i CPO and its a huge step up in experience. I get 23 mpg in the city with same driving style (probably pushing it more as its xdrive) and get 37mpg on the highway (70-80 mph). The longest I drove was 630 miles on a full tank with some 20-30 to spare … thanks to the 18 gallon tank size.
yes, the 340 holds its value still pretty high in the used market and you can get a 540i for cheaper. It is a bit bulky but you get used to it on the corners and being a BMW, it handles great still. Also, the bhp gains with a tune is huge for a b58 between the 2 if you choose to go that route in the future.
To sum it. If you can I would highly recommend getting a B58. You do not loose on milage, the engine is smoother and the power delivery is just brilliant. Worth the wait and investment.
