Juat as the title mentions, whenever I use fsr in docked mode the fps caps itself at 15 fps and doesn’t go passed this, when I change it back to linear however it returns back to normal. Why is that?

I have the same issue after upgrading to 3.5 on the stable branch today
Same issue here. I was having this issue with the preview build. Guess I’m sticking to linear scaling until it is fixed.
I turned off the frame limit and it worked fine for me, it fixed the 15fps cap. Though I’ve noticed that graphics look much sharper now even w/o fsr or upscaling with 10-20fps increase on performance so I kept it off for now.
