Does the rest of Europe and the world dislike international breaks as much as we do in England ?

I was having this discussion with friends and I think it directly correlates with the quality of the league of your country.

For example Spain England Germany will dislike them as they would prefer to see their clubs playing , but for Croatia their national team is better than their club teams so they enjoy it.

I could be totally wrong so please let me know !

I can only speak for Hungary, but we love international breaks. Even when our team was struggling against the likes of Andorra we’ve never complained about the flow of our league stopping. There is just something special about watching a game with all of your football fan friends (and even non-football fans who just want to support the country). You may be supporting rival teams but for the duration of international breaks it doesn’t matter.
